Merger with AFL in 1970

As part of the merger agreement, two expansion franchises were to be created for the 1970 season; these two were in addition to the 26 existing NFL franchises and 10 AFL franchises that were brought into the NFL in the merger. (Thus, the total number of NFL franchises for 1970 was 28.) These teams were originally to be awarded to Atlanta and New Orleans, but when both cities refused to accept them, they were reallocated to Memphis (which had recently been abandoned by its previous franchise) and New York City.
