The only exception to this rule is in the case of a shot clock violation, when the ball must be dead at the instant it hits the rim. NCAA Regulations
The minimum height for an NBA rim is 10 feet. However, the NCAA has a slightly different regulation. The NCAA requires a minimum height of 9 feet for all rims in college play. This regulation was put in place in order to slow down the game and make it more difficult for players to score.

International Regulations
The maximum height for an NBA regulation rim is 10 feet. This has been in effect since the 1976-1977 season. Prior to that, the rim height was raised to 10 feet to allow for more dramatic finishes near the basket. The NCAA also has a 10-foot regulation for their rims. Many European leagues have a similar regulation as well.
