The Rooney Rule was introduced following an investigation by Sports Illustrated which found that while African Americans made up 67% of NFL players, they only accounted for 6% of head coaches at the time. In response to these findings as well as suggestions by John Wooten – chairman of the Fritz Pollard Alliance – that teams were not interviewing enough qualified African American candidates for management positions, Pittsburgh Steelers owner Dan Rooney proposed changes which would ensure that more minorities were given job interviews.
The rule was passed by owners at a meeting on December 16 and officially implemented on January 1, 2003.

Since its inception there has been some criticism among members of the coaching community who feel like they are being forced to interview unqualified candidates just to fulfill the requirements of the rule. In 2006 then Indianapolis Colts Head Coach Tony Dungy spoke out about his experiences with having to interview minority candidates for positions saying: “It’s almost gotten out of hand with what you’re supposed to do now just because somebody complains… You don’t want anybody telling you who you have to hire”.

Despite this criticism, many believe thatthe Rooney Rule has helped increase both UC Berkley’s Race and Gender Equity study found that while only 22%of all head coaches were minorities prior to its implementation in 2003, this number had increasedto 29%by 2011and 34%by 2013.
