The current system was implemented in 2015, and has been tweaked several times since then. The odds of winning the lottery are as follows:

-Team continuing down to fifth-worst team: 10.7%
-Sixth-worst team and worse: 8.1%

In order to be eligible for the draft lottery, a team must have missed the playoffs in the previous season, or must have won the Stanley Cup. If a team meets either of those criteria, they are assigned a certain number of balls based on their standings at the end of the regular season. The number of balls a team has is equal to their probability percentage multiplied by 100 (e.g., a team with a 25% chance of winning would have 25 balls).
