They are not freely able to sign with any team, as their current teams have the option to place a “qualifying offer” on them, which gives them draft pick compensation if they choose to sign elsewhere. If they do not receive a qualifying offer from their current team, they become unrestricted free agents.
Exclusive rights free agents are players who have two or fewer years of NFL experience and whose contracts have expired. They can only sign with their current team, as they do not have any bargaining power with other teams.
