The New England Patriots
The New England Patriots are the most penalized team in the NFL. They have been flagged for more penalties than any other team in the league. The Patriots have been penalized for 118 yards per game, which is the second most in the NFL.
Deflategate
In 2015, the New England Patriots were accused of deliberately deflating footballs used in the AFC Championship game against the Indianapolis Colts. After an investigation, the team was fined $1 million and docked two draft picks.
Spygate
Spygate was the New England Patriots’ filming scandal involving the illicit videotaping of opposing teams’ defensive signals. The scandal resulted in a $750,000 fine against Patriots head coach Bill Belichick, and the loss of a future first-round draft pick by the team.
It began during the 2006 NFL season, when the New England Patriots were found to have secretly videotaped the New York Jets’ defensive coaches signals from an unauthorized location in their own stadium. The story broke in 2007 after a Jets employee reported the illegal videotaping to the NFL. Subsequent investigation uncovered that this practice had been going on for several years, dating back to at least 2001.
The Patriots were found to have gained a competitive advantage by illegally recording and then subsequently studying opponents’ playcalling tendencies. This information allowed them to better anticipate plays, which gave them a significant edge on game days.
The NFL’s investigation concluded that Belichick was aware of the illegal videotaping, and that he had directed his staff to do it. As a result, Belichick was fined $500,000—the largest fine ever levied against a head coach in the NFL at that time—and the Patriots were fined $250,000 and docked their 2008 first-round draft pick.
The Pittsburgh Steelers
The Pittsburgh Steelers have been the most penalized team in the NFL for the past three years. In 2016, they had 123 penalties for 1,034 yards, which was the most in the league. In 2017, they had 127 penalties for 1,052 yards, and in 2018, they had 128 penalties for 1,131 yards.

The wide receiver was drafted by the Steelers in the sixth round of the 2010 NFL Draft. He played college football at Central Michigan, where he earned All-American honors in 2009 and 2010. A four-time Pro Bowl selection, Brown has led the league in receptions and receiving yards three times. He has also been selected as a first-team All-Pro four times and was a member of the NFL 2010s All-Decade Team.
In his first season with the Steelers, Brown became only the second receiver in NFL history to catch over 1,000 yards in his rookie year. He finished the season with 1,108 yards on 69 receptions and two touchdowns. The following season, he recorded 1,199 yards and eight touchdowns on 79 receptions. In 2012, Brown broke Jerry Rice’s record for most catches in a season by a rookie receiver with 104 receptions for 1,315 yards and eight touchdowns. He was named to the 2013 Pro Bowl as a replacement for Wes Welker and was selected as a first-team All-Pro for the second consecutive year.
In 2014, Brown topped his previous bests with 129 receptions for 1,698 yards and 13 touchdowns. He was again selected as a first-team All-Pro, becoming only the fifth receiver in NFL history to be named to the team in three consecutive seasons. In 2015, Brown had career highs in catches (136) and receiving yards (1,834), while also catching 10 touchdown passes for the second consecutive year. He was named to his fourth straight Pro Bowl and was selected as a first-team All-Pro for the third time in his career.
In 2016, Brown caught 106 passes for 1,284 yards and 12 touchdowns despite being suspended for one game due to violating team rules regarding use of social media. He was named to his fifth straight Pro Bowl but was not selected as a first-team All-Pro for the first time since 2012.

The Pittsburgh Steelers are a professional American football team based in Pittsburgh, Pennsylvania. The Dallas Cowboys are the most penalized NFL team with 1,304 penalties for 10,681 yards since the 2000 season, according to NFLPenalties.com. The New England Patriots are second with 1,222 penalties for 9,879 yards, and the Oakland Raiders are third with 1,200 penalties for 9,658 yards.
Ezekiel Elliott’s Suspension
Ezekiel Elliott’s six-game suspension over domestic violence allegations has been upheld by an arbitrator, NFL Network Insider Ian Rapoport and NFL Network’s Steve Wyche report.
The decision, which was handed down Tuesday, is pending appeal, per the report. A source told Rapoport that Elliott is expected to file for a temporary restraining order in federal court in hopes of delaying the suspension until his formal appeal can be heard.

In 2016, they had 136 penalties for 1,152 yards, which was again the most in the league. This season, they are on pace to have the most penalties in the league for the fourth consecutive year.
Jameis Winston’s Suspension
Starting quarterback Jameis Winston was suspended for the first three games of the 2018 season for violating the NFL’s personal conduct policy.
The policy prohibits “conduct detrimental to the integrity of and public confidence in” the NFL.
The suspension stems from an incident in 2016 in which a female Uber driver accused Winston of groping her while they were stopped at a drive-thru restaurant.
Winston has denied the allegations, but he issued a public apology last month after the NFL completed its investigation.
The suspension will cost Winston nearly $1 million in salary, and he will not be eligible to participate in any team activities until after the third game of the season.
