In 1960, AFL founder Lamar Hunt hired Tex Schramm as GM and coach George Halas as head coach of an expansion team that would begin play in 1961. Schramm was convinced that an NFL franchise could be successful in Dallas because he remembered attending a Packers-Bears game at Fair Park during a 1936 business trip there with Halas; he correctly reasoned that if pro football could survive there during the Depression it could prosper during America’s post-World War II economic expansion.[citation needed]

On January 28, 1966, NFL Commissioner Pete Rozelle announced at a press conference that expansion applications had been received from Baltimore, Atlanta, Cincinnati, Detroit, Memphis, Minneapolis–Saint Paul,[11][12] New Orleans,[13] Pittsburgh,[14][15] Seattle,[16][17] Tampa Bay,[18][19] and Charlotte (for what would eventually become the Carolina Panthers).[20][21] On June 8 Rozelle granted conditional franchises to all seven applicants (Baltimore and Seattle withdrew before submitting formal applications); on October 17 he announced that Charlotte had withdrawn its application so that it could pursue an offer to become home to an American Football League expansion team—which it was awarded.[22][23]
