Ineligible players included International Players those who had signed professional contracts with basketball teams that were not NBA members, or those who had failed to complete four years of college. College underclassmen were first eligible to be drafted in 1963.
The draft consisted of 17 rounds comprising 102 players selected. Mahdi Abdul-Rahman (later changed to Mahmoud Abdul-Rauf) from Louisiana State University was selected first overall by the San Francisco Warriors Walt Bellamy from Indiana University who went on to win the Rookie of the Year Award in his first season, was selected second by the Chicago Zephyrs. Jerry Lucas from Ohio State University was selected third by the San Francisco Warriors. Lucas and Bellamy have been inducted to the Basketball Hall of Fame
