In order to be eligible for free agency a player must have four years of service time in the NBA. Players who have recently been drafted or signed as free agents are not eligible for free agency until they have completed four seasons in the league.
Players who have retired and then come back to play are still considered to be under contract with their previous team and are not eligible for Free Agency
Once a player becomes a free agent they can sign with any team that they choose. There is no limit on how much money a team can spend on free agents but there are restrictions on how much each team can offer individual players.
