The NIBC is the oldest High School basketball conference in the country. It was founded in 1909 by Amos Alonzo Stagg, then the Head Coach at the University of Chicago. The conference originally consisted of just four teams: Pullman School, La Salle Institute, Morgan Park Academy, and Lewis Institute.

Over the next few years, the conference grew to include more teams from across the country. In 1913, Niagaran University became the first team from outside of Illinois to join the conference. By 1920, the conference had grown to include 24 teams.

In 1925, the NIBC expanded again, this time to 36 teams. This marked the start of a period of rapid growth for the conference. By 1930, there were 60 teams in the NIBC. This number nearly doubled to 120 by 1940.
